Stories of Americans behaving badly abroad have been unusually sensational in the last few weeks. First, working members of the Secret Service brought a passel of hookers back to their Cartagena, Colombia, hotel rooms, where one pair got into a loud hallway fight over payment. (The U.S. official thought more than $30 was too much to pay for sexual services.) Next, the Defense Department revealed last week that three Marines and a U.S. Embassy staffer in Brasilia, Brazil, have been punished for allegedly shoving a prostitute out of their car, causing her to break her collarbone — again, in a dispute over payment.
